Special Needs Assistant (SNA) Allocation Review Suspended Amidst Backlash

A controversial review of SNA allocations has been paused after a wave of criticism from teachers, parents, and unions. The decision comes as a response to concerns raised by parents and school communities, with Minister for Education and Youth Hildegarde Naughton acknowledging the need for further engagement.

In a statement, Naughton emphasized that there are no cuts to SNA numbers and that the focus is on ensuring SNAs are assigned to children who require their care the most. This clarification was made after the National Council for Special Education (NCSE) contacted schools, indicating potential reductions in SNA allocations.

The Department of Education explained that SNA allocations can fluctuate due to various factors, such as changes in student enrollment, evolving care needs, or transitions between primary and post-primary education. Despite initial concerns, Naughton announced on Tuesday that the review has been paused, and she and Tánaiste Simon Harris are actively addressing the raised issues.

Naughton's statement revealed that 584 reviews have been conducted, and two-thirds of schools are expected to maintain or increase their SNA allocation for 2026. However, 194 schools face potential cuts. The Minister encouraged affected schools to utilize internal appeal processes managed by the NCSE, assuring that SNAs' jobs are secure and a redeployment scheme will be available from September.

Trade union Forsa's head of education, Andy Pike, had previously expressed concerns, stating that numerous schools received notifications about potential job reductions. He highlighted the lack of clarity regarding the extent of job cuts, despite the overall SNA count increasing by approximately 1,000 by September. The union's stance aligns with the government's decision to pause the review, allowing for a more comprehensive discussion on future SNA allocation planning.

The government's pause on the review is seen as a significant step towards recognizing the broader role of SNAs, as emphasized by Fórsa, representing over 18,000 staff in schools and early education. This pause provides an opportunity to reevaluate and improve the management of SNA allocations, ensuring that the needs of children with special educational requirements are adequately met.
